SHANGHAI — China is one of a select group of 21 countries that host an annual Formula One race. But as the world’s most famous drivers prepare to hurtle round one of the world’s most expensive tracks in Shanghai on April 17, there is a conspicuous lack of top-level Chinese talent among them.
